Liam-James Dean was first elected to represent North Manor in May 2021, joining Cllrs. Roger Brown and Khalid Hussain.
Following his successful re-election in May 2022, Liam continued to serve the community until May 2024, when he lost his Council seat.
Throughout his tenure, he was known for his strong community presence and his commitment to holding regular monthly surgeries with residents across the villages of Hawkshaw, Greenmount, Holcombe Brook, Summerseat, Walmersley, and Nangreaves, ensuring they received their fair share of Council services.
Liam has long been a dedicated and passionate activist for The Conservative Party, joining at 16 when he started delivering leaflets. Over the years, he progressed to canvassing, leading sessions, and eventually running election campaigns.
Liam brought a wealth of knowledge on data analysis which saw him develop and train people how to "intelligently campaign using data". In his previous career as an Analyst for a national logistics company, his experience and knowledge enabled Bury North to become one of the top performing associations - finishing 3rd in The Conservative Party's National Incentive Scheme.
In 2020, prior to his election as Councillor, Liam was elected as Deputy Chairman for Membership and Finance of the Bury North and South Conservative Association. His leadership in this role contributed to steady growth in the association’s membership and a strong financial position.
After his first election to the Council in 2021, Liam was appointed Chief Whip of the Conservative Council Group. Following his re-election in 2022, he was promoted to Shadow Cabinet Member for Culture and the Economy. His dedication and expertise were recognised once again in the municipal year 2023-24, when he was promoted to Shadow Cabinet Member for Environment, Operations, and Transport.
In addition to his council responsibilities, Liam has played a significant role in supporting Members of Parliament, most notably as the Office Manager and Senior Parliamentary Assistant (Chief of Staff) to James Daly during his time as a Member of Parliament and Deputy Chairman of The Conservative Party.
Liam's experience in parliamentary affairs has been invaluable, particularly in navigating the complexities of rules, protocol, and parliamentary advocacy.
Despite losing his Council seat in 2024, Liam remains an active figure within the Bury North and South Conservative Association. He has been co-opted onto the Executive to provide advice on rules, procedures, and compliance, drawing on his extensive experience in both local and national politics. Liam also leads on the association's progress in the National Incentive Scheme
In addition to his political career, Liam is dedicated to education and community service. He served as the Chair of Governors at Summerseat Methodist Primary School from 2020 to 2024 before stepping down as Chair, though he continues to serve on the governing body, helping to champion the interests of local families and children.
